VA El Paso Medical Center

Challenge

Replace the existing VA health care center for EPVAHCS with a modern, largescale outpatient campus that meets DVA Technical Information Library (TIL), Unified Facilities Criteria (UFC), and energy conservation legislation. The campus must be delivered on a 36-acre site at Fort Bliss adjacent to the new William Beaumont Army Medical Center (WBAMC) and include a reliable central services plant plus comprehensive site infrastructure. 

Solution

Deliver a complete health care center replacement: ambulatory care, outpatient clinics, ancillary services, building information systems, and special foundations, supported by a new central services plant sized for campus resiliency. Supporting facilities include site work, parking, utility distribution, and stormwater infrastructure. Planning and design align to federal standards (TIL and UFC) and current energy legislation, while the site strategy leverages proximity to WBAMC to streamline access and future operational coordination. 

Outcome

Upon completion, the EPVAHCS campus will consolidate veteran services in a single, efficient setting, improving access and throughput for outpatient and specialty care. A purpose-built central plant and compliant utilities strengthen reliability and environmental performance, positioning the campus for durable operations and long-term growth.
