With more than 10 years of experience, he specializes in high-performance HVAC and central utility systems for complex healthcare facilities, including inpatient towers, behavioral health centers, specialty clinical spaces, and mission-critical infrastructure.

Stephen is known for balancing technical excellence with practical problem-solving, helping clients navigate complex regulatory requirements while improving building performance and reliability. His expertise includes healthcare facility design, central plant systems, energy efficiency strategies, and compliance with HCAI/OSHPD and Veterans Affairs standards.

Throughout his career, Stephen has led and contributed to some of California’s most significant healthcare projects, including the Harbor UCLA Campus Replacement, MLK Behavioral Health Center, and numerous hospital pharmacy, infrastructure, and central utility upgrades. His approach focuses on creating environments that support caregivers, enhance patient outcomes, and deliver long-term value for healthcare organizations.
