Climate Action Plan
Our climate action planning services takes into account the emissions inventory and the community setting and public policies (both existing and projected) so as to produce a course of action tailored to the select community. These plans typically address emissions by sectors and present strategies to help clients meet or beat previously adopted goals.
What is involved?
These services can be provided on an individual basis or as a cohesive package. The client benefits of this option are that one qualified entity will ensure the project is completed most effectively and at the lowest cost.
GHG Emission Inventory – The first step to a successful CAP is to establish a base line, achieved by conducting an emission inventory for both the communities and its municipalities. Once the GHG Emission Inventory is completed, emissions by sector will be able to be allocated which in turn show the areas that present the most time and cost efficient reductions possible.
Goal Setting – Setting feasible goals is key to the successes of any climate action measures. Due to our comprehensive understanding of both current and projected climate change policies, BLUE can help implement measures to help clients reach these goals in a socially and economically feasible way.
Background Reporting – Background reporting embodies the first half of any climate action plan. The report consist of an analysis of the regional setting of the project area, an audit of existing municipal policies as they pertain to climate change, and an analysis of the most current best management practices associated with other successfully implemented CAPs. As one of the primary building blocks for a successful climate action plan, municipalities must maintain policies consistent with the emission reduction goals set; without this effort, even the most progressive plan cannot prove itself effective.
Climate Action Plan – The success of a climate action plan depends on an accurate emissions inventory, feasible goals, and effective strategies. Community Outreach & Education – In most communities, municipal operations emissions account for a small percentage of the community’s overall emissions. Substantial GHG reductions can only be achieved if community members change their habits (i.e. reduce vehicle miles traveled; recycle a greater percentage of solid waste, taking energy efficiency measures in their homes etc.), as well as to successfully alter community members’ behaviors. There must be a great deal of outreach and education to work with the strategies proposed in the climate action plan to achieve the set emission reduction goals.
Monitoring & Emission Inventory Updates – Once the Climate Action Plan is adopted, monitoring the proposed strategies and its successes is necessary. By monitoring actions and updating the emissions inventory, the municipality can judge how well it is meeting its goals and acquire certified documentation of their successes.
Grant Writing – Funds may be available to municipalities through various state and federal agencies that have the potential to finance municipalities’ climate protection actions. The acquisition of these grants depends upon a variety factors in which M+NLB is able to assist.
